Explanation

Bear wrestling, many years ago, was a crude form of entertainment that had to be delt with. It not only subjected bears to harsh conditions, but also risked the bears' lives as well.

Section 13A-12-5 Unlawful bear exploitation; penalties.

(a) A person commits the offense of unlawful bear exploitation if he or she knowingly does any one of the following:

(1) Promotes, engages in, or is employed at a bear wrestling match.

(2) Receives money for the admission of another person to a place kept for bear wrestling.

(3) Sells, purchases, possesses, or trains a bear for bear wrestling.

(4) For purposes of exploitation, subjects a bear to surgical alteration in any form, including, but not limited to, declawing, tooth removal, and severing tendons.

(b) Unlawful bear exploitation is a Class B felony and is punishable as provided by law.

(c) Upon the arrest of any person for violating this section, the arresting law enforcement officer, conservation officer, or animal control officer shall have authority to seize and take custody of any bear in the possession of the arrested person.

(d) Upon the conviction of any person for violating the provisions of this section, any court of competent jurisdiction shall have authority to order the forfeiture by the convicted person of any bear, the use of which was the basis of the conviction. Any bears ordered forfeited under this section shall be placed in the custody of a humane shelter, a society that is incorporated for the prevention of cruelty to animals, or the state Department of Conservation and Natural Resources.

(e) In addition to the fines, penalties, and forfeitures imposed under this section, the court may require the defendant to make restitution to the state, any of its political subdivisions, or a humane shelter or a society that is incorporated for the prevention of cruelty to animals for housing, feeding, or providing medical treatment to bears used for unlawful wrestling.

Section 13A-14-4
Fraudulently pretending to be clergyman.

Whoever, being in a public place, fraudulently pretends by garb or outward array to be a minister of any religion, or nun, priest, rabbi or other member of the clergy, is guilty of a misdemeanor and, upon conviction, shall be punished by a fine not exceeding $500.00 or confinement in the county jail for not more than one year, or by both such fine and imprisonment. Section 13A-14-1
Maiming one's self to escape duty or obtain alms.

Every person who, with design to disable himself from performing a legal duty, existing or anticipated, shall inflict upon himself an injury whereby he is so disabled and every person who shall so injure himself with intent to avail himself of such injury to excite sympathy or to obtain alms or some charitable relief shall be guilty of a felony. Sec. 441-105. Effect of this chapter on horses and other animals. No horse or other animal, either driven or ridden, shall be left unattended, unhitched or insecurely fastened upon any street or public place, or hitched or left at any place when and where the parking of motor vehicles is prohibited and, when so left, the horse or other animal and any vehicle drawn by it shall be subject to all applicable provisions regulating motor vehicles at any such time and place. No horse shall be driven or ridden on any street in the city at a speed in excess of ten (10) miles per hour and every horse shall be kept under control at all times by the person in charge thereof. Sec. 403-4. Throwing stones or other missiles. It shall be unlawful for any person to throw any stone or other missile at any bird or any animal, except in self-defense, or to throw a stone or other missile on or across any street, alley or public place of the city. (Code 1975, § 20-6)

Sec. 401-103. Rag and paper collecting. No person shall engage in the occupation of paper or rag collecting or general junking on foot, or by handcart, automobile or other vehicle, before the hour of 7:30 a.m. or after the hour of 5:30 p.m., except in the area of the city bounded on the north by North Street, on the south by South Street, on the east by East Street, and on the west by West Street; provided, however, no paper or rag collecting shall be permitted at any time of the day or night on Sundays or legal holidays. Sec. 39-82. Washing in, tampering with, etc., fountains. Any person who at any time washes his hands, face or feet in any of the fountains in the city or obstructs the flow of water into the same or in any manner tampers with or abuses such fountain or its fixtures shall be punished as provided in chapter 1, article II, City Code (1991). Sec. 39-77. Use, sale, etc., of confetti. It shall be unlawful and an offense against the city for any person to have in possession, keep, store, use, manufacture, sell, offer for sale, give away or handle any confetti or other substance or matters similar thereto, but not serpentine, within the city or within its police jurisdiction. Spitting or throwing fruit skins, etc., on sidewalks, etc. No person shall spit or throw fruit skins, parings or peelings upon any sidewalk in the city or upon the floor of any bus operated within the city or in any public elevator, public building, public theater or public hall or upon any walkway in any public park in the city. Sec. 39-13. Pedestrians, bicycles, etc., prohibited on certain interstate highways. It shall be unlawful and an offense against the city for pedestrians to be upon, or for any person to operate a bicycle, a nonmotorized vehicle or a motor driven cycle of less than ten (10) horsepower, on any part of Interstate Highway 10 and Interstate Highway 65, including the entrance roads thereto, at any place within the city and its police jurisdiction.
